The Internet Crime Prevention & Control Institute (ICPCI) is a private
membership based organization whose goals are to take preemptive actions
against Internet crimes, to educate a variety of groups regarding Internet
crime issues, to research future threats and trends in Internet crime, and
to provide information and contact resources for victims of Internet crimes.

Regarding preemptive actions, the ICPCI operates an Internet Crime First
Response Center which has the ability to centrally analyze, coordinate and
communicate with an array of third party organizations to stop criminal
attacks, preferably before those attacks begin; our response time for a
coordinated full response is 5 minutes from the detection of the attack
or preparatory operations by the perpetrator.

Think of them as a helping hand in shutting down the bad guys.  SunBelt blog says,
